BBSC 2008 AGM Minutes
The meeting commenced at 1045 am at the BBSC Clubhouse.
Present were Peter Withington, Celia Davey, Robin
Davey, Lynn Bain, John Boyes, Richard Dunne, Bev Dunne, Chris Darman, Peter
Walsh, Michael O’Brien, Andrew Bain, Rob Hooke, Anne McAsh and Lachlan

Tim Devlin, Shane Connelly, Simon Dunlop, Mike Hills, Judy Boyes, Ian Cargill,
Roger Freney, Tony Sutton and Ron Spelman
2007 AGM Minutes had been circulated after that
meeting. Moved Robin Davey, Seconded Lynn Bain that the 2007 AGM minutes
be accepted – carried. There was no further business arising.
Reports From Office Bearers
The Commodore Andrew Bain stated that 50 keelboat
races and 25 OTB races had been held during the 2007/2008 season. He thanked
all the BBSC helpers and competitors who had made such a program possible.
The committee has been proactive during the past year.
Several meetings have been held with Ariadne representatives to discuss the
proposed marina redevelopment in accordance with the wishes of the BBSC
membership who have been consulted at the sailing forum. These have resulted in
changes to the marina design including a change in the marina entrance bridge
from a lifting to a sliding type and a relocation of the marina entrance to
enable a more sheltered refuelling/hardstand area. Despite representations from
the BBSC Ariadne have insisted in keeping a marina entrance bridge as
part of their proposal. Ariadne is very much aware of the BBSC’s position
that guaranteed 24 hour access through the marina entrance form part of any marina
berth contract. When the marina redevelopment plans are released for comment
there will be a 30 day period for public comments to be made in writing. The
BBSC committee will be making a submission concerning the marina. BBSC members
are invited to make their own submissions concerning the marina and non marina
aspects of the development. When the details of the public comment process are
made available they will be put up on the BBSC website.
The 2008/2009 program will include several new courses making
use of the marine park marks.
A business proposal for a trailerable boat park in the BBSC
clubhouse surrounds has been submitted to Eurobodalla Shire Council. This
proposal is designed to provide a secure location for mast up storage of
trailerable yachts. The trailerable yacht park could provide a lower cost
alternative to a marina berth. The details of the proposal will be put up on
the BBSC website once Eurobodalla Shire Council has replied to the business
proposal. Council officers have stated in discussions that they believe the
presentation of the BBSC clubhouse building should be upgraded by council. Part
of the trailerable boat park business plan is for the BBSC to hold the
clubhouse and the trailerable boat park assets on a leasehold basis with
payment to Council to take the form of a portion of boat park revenues. The
earliest projected start date for work on the trailerable boat park is December
2008, although it is more likely that work would not start until well into
2009.
The Vice Commodore Rob Hooke was able to confirm that
public liability associated with the trailerable yacht park would be covered by
the existing public liability insurance policy.
Rob Hooke is negotiating with Hobie Cat Australia re
donation of a training catamaran for use as part of the sail training program
at Coila Lake.
The Rear Commodore Peter Walsh stated that the IRC
measurement system as well as BBSC’s modified Top Yacht performance
handicapping system had worked well to produce close keelboat race results throughout
the season. Keelboat fleet numbers had been sustained at healthy levels.
“Totally Mild” had represented BBSC at the Airlie Beach and
Hamilton Island Race Weeks while “Ghoster” had competed at the Audi
Regatta.
Peter Walsh had conducted a successful training program at
Coila Lake with the assistance of David Boardman, Michael O’Brien,
Lachlan and Imogen Brown among others. One of the aims of the program is to
train junior instructors so as to make sail training more self sustaining. Peter
and Lynn Connell had put in a magnificent job both at Coila Lake and in conducting
keelboat racing events on Batemans Bay. The club should be mindful to avoid over
committing Peter and Lynn in running club events.
The Chain Bay mark will be moved to the south west of its
current position so as to facilitate new race courses using the new marine park
marks while avoiding Acheron Ledge. An isolated danger mark has been placed at
the submerged ballast heap west of Square Head.

BBSC AGM; OTB Report
OTB racing was held at Coila Lake in a Spring Series of 7
race days and a Summer Series of 8 race days. On some days, 2 races were held,
so that about 25 races were conducted altogether. From a modest number of
initial entrants, numbers grew to a maximum of about 10 racing catamarans and 6
dinghies. Other sailboats came out onto Coila on race days to join in the
sailing. Three divisions were provided. Competition was keen and both series
were contested right through to the last races.
The racing stimulated the entry of several sailors and
families to the sport. Several new dinghies and catamarans were bought
privately on account of the racing framework. Several sailors returned to the
sport. Some youth joined in for the first time. Regular entrants came from
Nelligen, the Bay, Tuross and Narooma. Some sailors organised their own casual
midweek summer twilight races.
The Tuross Volunteer Rescue Association provided the race
management and safety platform, providing two craft and crew on the water every
race day. BBSC contributed to the VRA by giving money toward its fuel costs.
Peter Connell in particular, and also Lyn Connell, Robin
Foot and Terry were excellent race officers. Peter provided all the race
management input, organisation and conducted most of the races. He taught
several newcomers the basics of sailing racing. Peter Walsh’s junior
training sessions on some summer Sunday mornings also encouraged and enhanced
the Coila OTB race days. The racing was extremely well covered by the ABC
sports program, which announced race days and also race results. The Bay Post
published over 20 articles and photos. This attracted several new sailors and
veterans to come to Coila.
The OTB sailors are keen to continue racing on Coila next
season.
Two successful family sailing camps, organised by Judy and
Lachlan Brown, were held at Wallaga Lake. The ANZAC weekend regatta, expertly
organised by Lachlan, was an outstanding success. Well over 110 boats contested
the regatta and the race management team did an extraordinarily good job
conducting all races for several divisions, especially given light airs on the
Saturday and heavy conditions on the Sunday. Results were published promptly,
catering was popular and profitable. The sailors were happy and committed
themselves for the next regatta. The regatta was a huge financial success for
the Club.

Roger Freney, 1 July 2008
There was some discussion of the need to access the
buildings at Coila Lake for boat storage, particularly of the training fleet
and for facilities for sailors and helpers. Andrew Bain said that he will
discuss this at his next meeting with Council officers in the hope that Council
will agree to allow BBSC to make use of the buildings at a reasonable cost.
The Treasurer Michael O’Brien submitted the
audited financial statement for 2007/2008 (attached). The financial result has
been a good one. The club has acquired an Extreme Dinghy for sail training at
minimal cost thanks to a Federal grant. There was a small loss on off the beach
sailing which was more than compensated by the increased sailing participation
that resulted. Public liability costs have plateaued. A good profit was made on
the ANZAC regatta thanks to the communal effort made in staging the event.

treasurer’s report be accepted – carried.
The Membership Secretary Celia Davey
reported that the BBSC has approximately 140 active sailing members.
Celia Davey and Michael O’Brien recommended that the club hold membership
fees at existing levels and continue to waive the joining fee. They recommended
that a race entry fee be charged for the Coila Lake racing program viz $35 for
the spring series, $35 for the summer series or $50 for both, in addition to
BBSC membership and YA fees. The race entry fees for Coila could be part of the
all inclusive race entry package. As per existing policy race entry fees and
membership fees could be discounted or waived entirely in cases of genuine
financial hardship.
Special Motion
“That John Boyes be elected to life
membership of the BBSC” was carried by acclamation.
Election of Office Bearers
At this stage John Boyes assumed the chair for the election
of office bearers for the 2008/9 season.
Andrew Bain (Commodore), Rob Hooke (Vice Commodore), Peter
Walsh (Rear Commodore), Tony Sutton (keelboats captain), Roger Freney (off the
beach captain), Celia Davey (membership secretary), Michael O’Brien
(treasurer and statistician/handicapper), Peter Smith (safety equipment
auditor), Lachlan Brown (secretary) and Simon Dunlop (committee member) were
elected unopposed.
